This isn't a terribly complete answer (as you say, it's a busy time),
and doesn't address the wider issue of what to do with "real" obsolete
strings, but I wanted to quickly say now: the duplication of
translations into obsolete strings in every split file is part of what I
want to address about the split translations, although I haven't yet
figured out how I'm going to achieve this.

For files that no-one's worked on I want to re-do the split so that
every msgstr ends up in exactly one file. For cases such as yours where
you've already done work on S2_5 or later, we'll have to think of
something more clever.

One reason for keeping these pseudo-"obsolete" translations around would
be for strings that appear in multiple po-files. I want to avoid the
need for that with some workflow where a translation from one file makes
its way into the other, if it's not already there.
