2.5.5 release plans

I plan to make a 2.5.5 release soon, in late July or early August. I'm
not sure of the exact date yet.

The timing mainly to help the Debian package maintainer package it in
time for the import freeze for Ubuntu 16.10 (18 August).

I see one outstanding 2.5-targeted patch with string changes
(patch #7467, which adds one string). Once that's committed strings
should be frozen for the release.
