 With coding side blockers for 3.0.0-beta3 mostly resolved, I have a
vague plan of releasing it on Friday Oct 8th (about three weeks from
now). I say plan to be vague because I'm not sure how much time I have
for making the preparations, such as constructing NEWS, before that
weekend.
 There will be no translatable strings freeze for a beta release.
