 Let's start a formal string freeze on September 30th 12:00 EEST (09:00
UTC) in accordance to that schedule of releasing 3.0.4 at 7th (week later).

 May need to postpone actual release by a week, but string freeze in place
early enough keeps the door open for the release in the original schedule.
