 Those improvements are coming! But only to registered users in the first
phase - for security reasons can't allow anonymous/spammer usage of the
service.

 I already have a service running on my testing environment that allows one
to upload a .po -file they have been translating, the service refreshes it
against latest English originals (from S3_0 at this point), and allows one
to download it back. I don't think it takes long before we have that
running on freeciv.org.
