IMO, Brass: Birmingham is at least as much different from original Brass as
Power Grid is from the original crayon drawing Funkenschlag. In terms of
rules differences, much more so: if you had someone who knew Funkenschlag,
all you needed to tell them was, "Instead of drawing on the map, you have
pre-calculated connection costs between cities" and they were good to go.
By contrast, someone who is expert at Brass, to play Birmingham has to
learn how beer works (including the market bonuses), how the Scouting
action works, needs to be told how to Scout, has to be told that they can
take loans through the end of the game, has to be told that flipped
industries score different amounts when scoring links – there's a good ten
minutes or more of rules explanations in there.

In short, if you would consider San Juan or Race for the Galaxy: New
Frontiers to be distinct from Puerto Rico, then you should consider Brass:
Birmingham to be distinct from Brass: Lancashire.
