Exactly.  But the challenge becomes how to quantify in words the sufficient
difference for two games to be independent of each other.

I don't think is the answer but if we were to speculate: could someone
create Brass: Birmingham under a different title and not be sued for
plagiarism by Martin Wallace?  I mean, if the answer is, yes, then hey
let's give it the award!  But we may still argue amongst ourselves what the
answer is without a more concrete definition.
