Getting sued for plagiarism is different from the community feeling it is
plagiarism.  It might be reasonable to have a pre-MCAs poll on whether a
game should be considered under this standard and let the group decide.

I can think of some recent cases where I really don't know which way the
group would go.  We should have a rule that a tie-vote means it is 'in' or
'out'.
