We had the Through The Ages issue a few years ago. I think that people (okay, at least me who rates it a 10) determined that it was not sufficiently different to vote for it as a potential MCA winner. I have not played Brass Birmingham, but it does sound sufficiently different that voting for it seems reasonable.
