Plenty of people have used torcs for research.

Vlad Cora has, in fact, implemented a reinforcement learning algorithm 
for a realistic taxi-driver domain using TORCS. He had to extend it to 
cross-roads etc. Maybe you can ask him for the code (sorry, I don't have 
his contact info at the moment)
