Hmm, no idea, maybe your Windows is set up somehow more "secure" than 
mine... what happens if you copy/edit the command from the bat file and 
run it straight from the cmd, does this work (then you could use it at 
least, or create a new cmd/bat)?

What does the property tab of the bat say, anything special there? Did 
you try to start it with the menu point in the TORCS menu structure from 
the taskbar?

Please let me know if something of this helped (or not) for future 
reference.
