We wrote our own teleop controller based on the snakeoil client that would read in key presses and control the car (for data collection purposes). We noticed: (1) quarter-second latency between button presses and car actions and (2) the snake oil client was receiving data from the TORCS server at 5Hz, using a stripped snakeoil client to time the rate at which messages were arriving We found videos that appeared to run controllers at a much frequency and lower latency, and wondered what SCR patch(es) to TORCS are normally used and how to install them.
