Getting started with TORCS

Good afternoon,

I have been working on getting started with torcs and i've run into a
plethora of issues actually getting setup both with windows 10 and ubuntu
18.04. Such as having linker issues with VS 2017, and returning errors when
running make and make install with ubuntu. So my question is, what is a
good source to look at for properly setting up torcs and being able to
program in it in either of these Operating Systems? I've looked at a large
amount of sources already and have had little to no luck. Any help
is greatly appreciated.
