Need a help with game tick

Can I get access to 'game tick' this variable? If so, where should I look
for it? I am trying an experiment to modify and get some variables(Ex
Acceleration of the vehicle) in some timestamps in a single client set up.
Please let me know how can I do this.. I have already posted same question
in the forum, and here for quick answer.

I would also like to know, how the speed to the vehicle is given?? how are
the control parameters connected?
