Hi,
The XML files are stored in ~/.torcs/config/raceman under Linux, for
Windows I am not certain but probably either in the install folder
somewhere or in AppData.

I don't think recompilation is necessary for editing a file, although I
don't know for sure if adding a new file will 'just work'.
