You need to have loaded a tram graphics set too.

You're correct, it's a bug. The number doesn't actually change your
bank balance due to an overflow protect in the patch itself, but it
will show up in the budget.

In your new stations menu, you should be able to select different
types of stations. At the top of the window, below the title bar,
there should be a downward pointing arrow. Click on this to get a menu
of the station "classes". After picking a "class", you can then choose
your platform type, including buffer stops and station buildings. Most
tiles with no track on them will also not allow trains to pass through
them, so by putting a buffer stop down, you can put a building behind
it and not have trains smack into it.

Crossing bridges is not possible, and (AFAIK) too hard/too much work
for too little benefit. You can however cross any levels of track/road
with higher bridges, even if the track is built on foundations.
