New Railway Construction Toolbar?!?!?

Fellow TTDLXPians ,
 
I was playing some more TTDLX Patch today at lunch (still exploring
--ALL-- of the upgrades and enhancements).  I  notice that the Railway
Construction Toolbar changes into something less than useful when I
<ALT-TAB> out of a game to tend to something, come back and re-launch
the toolbar.  I took a screen shot of it and I have it posted here:

The only way I can get the original bar back is to save the game, exit
TT completely and then come back in.  Is there any way to prevent this
new form of the toolbar from appearing?  How can I make the original
toolbar come back without exiting the game?  
 
Thoughts anyone?
