This is the Locomotion-style GUI. With the default settings, it
shouldn't appear unless you hold down CTRL, though. I guess TTD
somehow believes that the CTRL key is still held down when you return
to the game. Try pressing both of your CTRL keys after returning to
the game, that will probably "unstick" them.

The other, more drastic solution is disabling the "locomotiongui"
switch altogether, so only the old-style toolbar can appear.
