Diameter EAP has now been published as RFC 4072:

Congratulations to the authors for seeing this through to completion, 5 
years and 8 months after the posting of the first Internet Draft. 

For those interested in a bit of nostalgia, the first Diameter EAP 
draft was submitted in December 1999:
