Hmmm.  I would personally be uncomfortable if the statement were
reversed: "An issue may be rejected by the document editor even though
there is WG consensus to accept it."

In my way of thinking acceptance and rejection are simply the two values
of a single Boolean object, and therefore symmetric.  :-)
