Even though I understand that the IESG is allergic to protocol extension (matching their aversion to extensible protocols ;-) and portions of Diameter certainly need maintenance (for example, RFCs 4072 & 4005), it certainly seems that new applications, at least, fall firmly into that category (rather than maintenance), don't you?
