No. The requirement was put on all the IM* wg's at the IMPP meeting in fall
of 2000.

It is also in the charter of the APEX wg (the need for link to CPIM).

I missed the lack of references during my review of the document(s). We
discussed this fact at the IESG meeting this morning, and we decided to put
the documents on hold, just like if a normative reference existed to the
CPIM documents.

You can view it as IESG wanting to have normative references in the APEX
document(s) to the CPIM mapping spec (which is on the charter of the APEX
wg to be created).
