Sorry for the delay in getting this started, I've managed to do several
other things last week but this one didn't make it.

The above link will get you to the paragraphs I wrote, although I have
no idea how to navigate to that page from the wiki homepage. No
automatic link seems to have been made.

It's got an attempt to separate out different classes of issues
specific to stat language filters, and duplicates some of the things
we've discussed on this list already. But at least it's a start.
