All of the proposal authors are biases in some way towards their
proposal. Thus, having them writing a combined draft might not be the
best idea. That is why Alan offered to head this effort, so someone
other than the proposal authors can do this.

All of you need to think as a group, not as individual proposal authors.
  The IETF is more likely to approve one combined proposal than a score
of competing proposals. That is why we pushed for this subgroup to be
created. That at least should be a good enough reason for everyone to
join in. A joint proposal from all of the parties present, one document,
not seven separate ones is what is needed from this subgroup.
