As I mentioned to you in an off-list email, this sounds like something 
that can become part of a larger consent-related protocol in the consent 
framework, probably something for exchanging and looking up information 
by source tracking components. Other similar tools that would use such 
protocol would be DNSRBLs.

I would like to ask that you keep the consent framework in mind when 
debating RMX. We would like to use it as a framework for all proposals.
