I would suggest the following:
1. Group consensus.
2. If not possible then a decision by Alan.
3. If not possible then throwing a message to the main list seeking 
comments, then revisiting the question as a group.
4. Co-chairs.

In cases where questions of Internet architechture are involved, it is 
better to pass the question up to the IAB. In cases of a technical 
expert opinion that is required such as some DNS quirk, it is better to 
pass on the question to the IESG or a related WG on the IETF side.
