Please correct me it I'm wrong here: this statement seems to imply
that the owners of ${DOMAIN} are OK with any ISP being able to send
mail from ${DOMAIN}, so long as one of ${DOMAIN}'s employees is a
customer of the ISP.

I expect that most domain names use only one or two providers for
their outbound mail. The ones that use many providers will be more
expensive to handle, no matter which bookkeeping scheme is used.
