  Never the less, there are domains which are knowingly transmitting
viruses, spams, etc. from their users through their MTA's.  A small
amount is acceptable, as no system is perfect.  But some systems
transmit medium to large amounts, and won't stop.

  This will be a signficant problem for any SMTP verification system.
Once you've verified the spam has come from an administrative domain
which won't fix the problem, what do you do then?
