yep, that's another instance of my remark:

    Note: potentially some other discrepancies with lower/upper case
    MUST/SHOULD/MAY

In a private engagement with Fernando, I advised him: "you should really 
check all instances of must, should, may, MUST, SHOULD, MAY"
