Hi all,
Thanks for the work already done on the charter proposal!
>From my relatively narrow (and mostly IPPM-focused) point of view, the char=
ter proposal is already in good shape content-wise.
I mainly have some text-related consistency comments; going through them in=
chronological order.
First comment:
The initial part of the charter focuses on =93metrics, methodologies, and p=
rotocols=94 with two sentences.
Those sentences make sense to me and create a strong context for the charte=
r.
The paragraph ends with a (to me) surprisingly focused sentence on metrics.
The next paragraph then focuses on methodologies.
There is no dedicated text on protocols except for briefly mentioning =93ac=
ross IETF protocols=94.
To me, this first part of the charter could be more consistent:

Leave the first two sentences as they are to set the scope of the charter.

Make the second paragraph about providing more details about the three focu=
s points
*
Move the =93such metrics=94 sentence to this paragraph
*
Consider adding a sentence on protocols OR rephrase the paragraph so that i=
t talks more generally about "metrics, methodologies, and protocols=94 at o=
nce

(at least to me, replacing =93such metrics=94 with =93such methodologies=94=
or =93such protocols=94 would equally make sense; same goes for the =93The=
methodologies=94 sentence).

I am struggling a bit to find a good word to capture the three aspects at o=
nce, though.
Adding to Tim=92s question about security and Thomas=92 suggestion, I would=
propose making the =93security building blocks" sentence into a dedicated =
paragraph between the second paragraph and the final =93The xxxx WG fosters=
=85=94 sentence.
The main reason is that I think that we could provide a bit clearer context=
on these building blocks.
Also, the WG is responsible for documenting common security building blocks=
and guidance for methodologies and measurement protocols, including guidan=
ce on how to handle sensitive and vulnerable metrics.
Specifically, to me, it is not only about handling sensitive data (in a sen=
se of protecting confidentiality and privacy) but also about making sure th=
at the methodology cannot (easily) be abused (for which we might want to me=
ntion authentication?), that the results are trustworthy (i.e., that we pre=
vent tampering), and that the intended deployment scope is clear (especiall=
y when the WG works on both, lab and production methodologies).
I am not sure if that level of detail is already too specific for a charter=
, but I would at least consider adding some text along those lines.
Also considering Greg=92s / Med=92s comments/suggestions regarding (non-)in=
trusive, would this paragraph be a place to touch upon this aspect from a =
=93safety=94(?) perspective?
Second comment:
The =93Work Items=94 currently state that
The work scope is limited to metrics and methodologies
which (in the current form of the charter proposal) again leaves out protoc=
ols, especially for someone mostly skimming the charter.
For consistency reasons, I would suggest adding protocols here as well.
Third comment:
Lastly, regarding Tim=92s comment/ Thomas=92s suggestion
I assume the nature of the work in https://datatracker.ietf.org/doc/draft-i=
etf-ippm-qoo/ remains covered by the new charter. The text doesn=92t explic=
itly mention quality assessment frameworks and scoring.
Second, it would be a nice nod to Dave T=E4ht to explicitly mention bufferb=
loat detection in the charter, with related work like in particular https:/=
/datatracker.ietf.org/doc/draft-ietf-ippm-responsiveness/.

Speaking as the editor of the QoO draft, I would have seen QoO in scope of =
the proposed charter already through the first sentence of the charter:
=93[..] develops [..] methodologies [..] that can be applied to the quality=
[and] performance [..] of applications [..]=94.
That being said, I do like the nod to Dave and the more explicit mentioning=
of quality assessment.
However, the latter adds a bit of redundancy (quality / perf. characteristi=
cs; assessment / scoring) and the exact meaning of the first sentence was a=
nd still is a bit ambiguous to me.
Is this about
=93produce terminology documents and recommendations about 1) KPIs of inter=
networking tech and 2) benchmarks=94
or is this about
=93KPIs of internetworking tech and benchmarks=94?
I am pretty sure it=92s the first one but I also see the possibility of som=
eone interpreting it as the second one.
Maybe the following suggestion could tackle both the redundancy and the amb=
iguity?

- Layer 2 applications can be covered as well but require explici=
t approval from the Responsible Area Director.

and SPRING where data plane encapsulations are specified.
- The WG liaises with other Standards Development Organizations s=
uch as ITU-T, IEEE, 3GPP, and BBF and reaches out to other operator communi=
ties such as NANOG, RIPE, and APRICOT.
