No, the instructions say:

       Use single spaced text within a paragraph, and one blank line
       between paragraphs.

I have been told that also means you can not have two spaces after a
period using the new interpretations.

And yes, it is a pain as I have to compare what I change to
look for typos myself in the editing process.

And if you did not notice my note:

Because the RFC editors take the ENTIRE file and reformat it using
their tools. Feed it back, loop, repeat until everyone is happy.
