Then how come not all text was changed like this? 

I think you misundertood the text above from RFC 2223.  I think they are 
talking about not using LWSP to format text inside of paragraphs, not 
actually formatting them using normal English punctionation and spacing 
rules.  After all, _that_ RFC uses 2 spaces after a period...

Also, I just checked the currenty RFC guidelines doc at 
ftp://ftp.ietf.org/ietf/1id-guidelines.txt and it has no such text.  This 
is the direct link off the RFC Editors site and its dated 5-Sep-2002 (well 
after RFC 2223, Oct 1997).  I found the boilerplate and it clearly shows 2 
spaces so unless they forgot to update the guidelines the RFC Editors site 
(a possibility) then you got incorrect instructions.  Heres the current 
boilerplate I found:

The following verbatim statement must follow the optional opening
sentence:

     Internet-Drafts are working documents of the Internet Engineering
     Task Force (IETF), its areas, and its working groups.  Note that
     other groups may also distribute working documents as
     Internet-Drafts.

     Internet-Drafts are draft documents valid for a maximum of six
     months and may be updated, replaced, or obsoleted by other
     documents at any time.  It is inappropriate to use Internet-
     Drafts as reference material or to cite them other than as
     "work in progress."

I also looked at "Instructions to Request for Comments (RFC) Authors" (
draft-rfc-editor-rfc2223bis-06.txt, Obsoletes RFC 2223, 
ftp://ftp.rfc-editor.org/in-notes/rfc-editor/instructions2authors.txt ) 
and it definitely contradicts the sentence you cited:

       (7) Spaces at the End of a Sentence

           When a sentence ended by a period is immediately followed by
           another sentence, there should be two blank spaces after the
           period.  This rule provides clarity when an RFC is displayed
           or printed with a fixed-width font.

So Im guessing you just misunderstood the intent of that single line in 
RFC 2223.  Can we get a 12-b with the normal 2 spaces back (so there will 
be far fewer LWSP diffs!)??
