I do not think there has been any serious discussions of non gregorian 
calendars.
If the 'CALSCALE' were 'jalali' then would not yearly in a recurrence 
rule work?

I am not an expert on 'jalali' so I would think that the rules would 
have to be discussed and
published (rfc) then it seems to me as if it would work.
