This is not a “free” combination. It means use other information (i.e., send Information-Request). Perhaps you meant M=1, O=1, but that too has significance. 

The text is actually in RFC 4861 about these router advertisement bits. And these are specifically about DHCPv6 so you would have to request other bits if you want to develop a new assignment protocol. And, as this is IPv6 Router Advertisements, you would work though 6man wg. This is not a dhc wg issue.

Do note there was a LOT of discussion (debate) about these bits and likely 6man would not look forward to a new debate for another address assignment protocol.

The bar for a new protocol would also be high as why would it be needed? Why can’t you fit whatever you want to do with the DHCPv6 protocol and just alter the DHCPv6 server’s assignment policy?
