Well, we authors really need some guidance.
We believe we should not cite any work that does not have clear and
signficiant implementation experience.   We have turned Tim Chown's review
into github issues, we processed a dozen last night, and have 15 more go to.

We discussed this a lot last night.
Section 16 is about easy ways/checks to discard invalid packets.
Having done the checks in section 16, the packet might still be invalid
according to more detailed considerations in section 18.   We don't think
that's inconsistent.
Section 18 is about how to process all the different things.
