I'm afraid "out of ba(i)liwick" is a bit unclear in this context regarding bailiwick against what. - very minor nit: I suggest using "DNS message(s)" instead of DNS packet(s) throughout the draft, because "message" seems to be the more appropriate technical term per RFC 1035, and because "packet" can be ambiguous and in the general sense would normally be interpreted as individual IP packets.
