While I generally think it is unwise to argue about the past, I will note that "the parties that mattered" shifted over time in part because some people saw an idea to solve one set of problems being socialized, realized that it looked a little like a quite different problem that anti-abuse technologies for mail had tried to solve, and mashed the two together. The urgency of the mail issue then swamped every other question because, "Well, the PSL kinda works, and we can only do so much," and that removed the wind from the sails. The lack of a need to solve the mail anti-abuse case any more takes that worry away. But the other problems with respect to understanding administrative boundaries within the domain system remain, and arguably have become worse.
