Actually in the UK implementation it's the shape of the tree that generates the Send-N data. The ENUM tree is (de-facto) whatever shape the dial plan is. If the ENUM tree is sparse, that's fine. The ENUM client in the switch will get an NXDOMAIN and give an NU tone.
