Actually in the UK implementation it's the shape of the tree that 
generates the Send-N data.  The ENUM tree is (de-facto) whatever shape the 
dial plan is.  If the ENUM tree is sparse, that's fine.  The ENUM client 
in the switch will get an NXDOMAIN and give an NU tone.

There's no need (IMO) for it to be the other way around.

This is of primary use for dumb phones (i.e. without GUIs) talking to 
smart switches.

Smart phones don't need Send-N.
