IANA Considerations

I need to create an IANA considerations section.
Anyone written one before and willing to give me the missing parts?
Also, anyone have heartburn with the policy I am putting in?

9 .IANA Considerations

This model creates the need for unique class names and numeric class 
identifiers.  To meet that goal, IANA will maintain a registry of LFB 
Class names, corresponding class identifiers, and the document which 
defines the LFB Class.  The registry policy is simply first come 
first served with regard to LFB Class names.  With regard to LFB 
Class identifiers, identifiers less than 65536 are for assignment by 
RFCs.  Identifiers above 65536 are for assignment on a first come, 
first served basis.  Registry entries must be documented in a stable, 
publicly available form.
