You are quite correctly confused.
Since the model defines the structure, I thought that the model ought 
to take ID 1.
THe protocol folks were actually defining their object before me, so 
they also thought they should take ID 1.

I think (but am not certain) that we had agreed that the FE Object 
should have ID 1 and the FE Protocol should have ID 2.  And that the 
protocol draft has not been reved since, so does not reflect this agreement.
