LFB ClassID decimal integer?

I raise this problem some time ago and joel ask the workgroup whether there 
are good solution in xml but no answer,I now put it up again and if the 
workgroup can live with that,I will accept.The problem is: current model 
only allows decimal integer representation of LFB ClassID but in IANA 
sections the allocation of LFB ClassID may be defined very propably in 
heximal and I think it will produce some trouble for LFB writer when define 
a new LFB for he has to tranlate between hexmial and decimal 
representations of LFB ClassID,could all stay with that?
