The input from the IESG review was to get rid of redundancy. Repeating
everywhere that a specific TLV is being used or not is annoying.
If the info is not redundant or adds clarity, then by all means add it
back. 
Weiming, you had many many revisions to review before this one - would
have been useful for you to bring this up sooner.
