There are three documents there.  All are in both nroff and txt format.

You're welcome to look at, and comment about, all of them.  The first
one here is the one I was referring to in my email.

    This is a best-current-practice (BCP) I-D.  It is
    incomplete, has numerous spelling and grammar errors
    (so be kind, I'll get to those).

    It is generally complete when it comes to what a
    MINIMAL implementation must do.  I intend to continue
    it with what an implementation MAY do when presented
    with certain issues.

    Examples of subjects not covered so far: Telnet GoAhead,
    and Telnet AbortOutput.  Both have a place in the FTP,
    at least in certain implementations.

    A reference to the problem of Telnet option negotiation
    is made.  The discussion needs to cover the Telnet
    Suppress-GoAhead option, even if nothing else is covered.
    The implied recommendations of RFC 1123 can lead to
    negotiation loops for this option.

    This is a standard-track form I-D.  It is generally
    complete, but probably needs some work.  It assumes
    some of the ideas presented in the above I-D, but
    should stand alone.  It was developed at the same
    time, but is more complete because of a much more
    narrow scope.  Since this is generally complete, I
    sent it off to the I-D editor on the 14th, but have
    not heard back and it's not in the repository.

    complete.  I mailed it off to the I-D editor on the
