That does not explain it.

A "Contribution" (section 1.a) is defined here:
https://datatracker.ietf.org/doc/html/rfc5378#section-1

So, anything addressed to the IETF. Section 3.3 is not only about
documents. Even Scott Bradner wrote that attaching such a clause to
non-document Contributions was odd, but not disallowed. (it should be
disallowed)

After all, if the document were clear on this point, we could cite the RFC,
rather than an IESG Statement.
