I can certainly see why a common set of opening questions help to level the playing field. In fact it seems like the obvious thing to do anyway. However, the follow-up questions inevitably depend on the answers to the initial questions; anything else is a nonsense.

One other point while I'm here. The draft says:

Why? I would have thought it was best practice to *not* ask that question, ever, because it's irrelevant.
