I would rewrite the question as: why are RFCs 
written in English?  The answer is that is how 
things have been done since the Network Working 
Group's effort were published as unpolished 
notes.  As a follow-up question, I would ask 
whether there is an audience for an RFC if it was 
written in a non-English language [1].
