Well all I can say is that it has been there from the
draft-ietf-sip-location-conveyance-01 version (dated July 17th 2005)
which was explicitly presented in the Paris IETF#63 SIP WG meeting in
August 2005. 

Unfortunately the minutes are not particularly helpful in terms of WG
discussion at that time. The concept also had discussion on the SIP list
at that time, with nobody proposing to take it out after it was added,
although there was some call for more discussion of the various location
provision capabilities.
