The June issue of IEEE Communications has an article on "Multilevel Service Provision for Voice over IP Under Catastrophic Congestion" which is particularly relevant to IEPREP requirements for Voice over IP. It is quite a short article (about 6 pages), and presents 3 different approaches for providing multiple priority classes within EF. It demonstrates some unintended side effects, and recommends one approach (Multirate Differentiated Meter). In the paper it says that "we propose to submit an Internet draft that will describe the algorithm as an extension of RFC 2698".
