   I'm not sure we need to be quite so fearful of quoting, but we should
   certainly keep this in mind as we weigh the options.

I think if we generate quoting there will be MUAs out there that can't
cope with it.  I certainly remember that when X.400 was popular in
Britain, people using RFC1148 mapped addresses had problems
communicating with some people.
