Not on this mailing list, no. If you want to create a new 
non-interoperable protocol, you are welcome to. You might even 
announce the name of the Internet Draft and the mailing list which is 
discussing it here (as you should do on the ietf-822 and ietf-smtp 
mailing lists). But this mailing list is for discussing 
internationalizing email addresses within what every thinks of as 
Internet mail, not some new system.
